What would you include when drafting legislation regarding improving America’s use of alternative energy?

I am a high ranking politican seeking public opinions on the subject of alternative energy legislation.

Wind, passive and active solar, geothermal and micro-hydro all work best on a small scale basis, and this avoids the expense of a new grid system. The direction I would go is to change the building codes to incorporate the alternatives in a holistic approach with conservation and efficiency. We need to decentralize… the energy corporations hate this because it will put them out of business some day because these system would be privately owned and not require a supplier as the fuels are free and nonpolluting…
We have the technology right now to build net zero energy homes and commercial structures, and the ability to upgrade existing homes and businesses…

The use of all of God’s gifts. God has blessed the United States with more coal than any other nation on this planet, let’s us it. God has blessed the United States with an abundance of oil. Let’s drill for it in a prudent manner and let’s use it. God has blessed the United States with an abundance of natural gas. Let’s drill for it in a prudent manner and let’s use it (we can power more big rig trucks, trains, and passenger trucks with it). God has blessed the United States with pockets of geothermal activity. Let’s use it. God has blessed the United States with areas of wind power. Let’s put up wind turbine generators and use them. God has blessed the United States with minds that have figured out a way to produce energy with safe nuclear power plants. Let’s build more nuclear power plants. God has blessed the United States with the largest producer of power, the sun. Let’s use that. Do not limit the great United States of America with restrictions on God’s gifts to her. Let’s use all available resources without heavy and punitive tax laws to better this great land.
We presently use about 17million barrels a day. All the alternative fuels together will not equal 1 million barrels per day.
