Why doesnt the government make everything with renewable energy? why are factories and plants still using fossil fuels?

We have a lot of wind here in the Midwest US. I was just wondering why the heck we don't have more? I am very concerned about conserving fossil fuels and the environment. I think that we shoud decrease our fossile fuel usage by about 40%. It's a big stretch, but with new hybrid technology coming soon. and with exploring alternative energy sources. How can I write a letter convincing the government to make more wind plants even before the presidential election?

I am doing a report on alternative energy.......if you have any info on slar energy, hydroelectricity, geothermal energy, or tidal energy, it would be much appriecieted!!! im looking for websites, or online articles. i need to know how its gathered, if its renewable, posotive aspects to this energy source, negative a spects, primary uses of this energy source, is it more available in other parts of the world that others, is this energy source economical copared to fossil fuels, what impact it has on the enviroment, and is it a good alternative to fossil fuel.

If the paint could collect solar energy to charge a battery, and then once the car starts moving, other fibers in the paint could convert the wind passing over the car to electrical energy, wouldn't this be a way to decrease our dependency on fossil fuels. Is there any technology out there that can do such a thing?
