While Illinois has wind resources ( e.g. wind ), wind energy requires big upfront costs and lots of space and is presently not economically competitive if one considers the capital costs and the delay between the time of construction and the start of useful service. Also, even more capital investment has to be made in transmission lines to bring the generated electricity from where the wind is greatest to where the energy is needed. Wind energy suffers from the fact that the wind doesn&#039;t always blow and when it does is uncorrelated with maximum electricity demand. 

It is not especially good for Illinois since the state is still a major coal producer. Illinois coal has high BTU capacity ( good ) but high sulfur content ( bad ). However, if all coal-fired plants have to use scrubbers because of tighter pollution requirements that will affect even plants using Powder Basin coal, Illinois coal will experience even more of a resurgence ( assuming Obama doesn&#039;t mandate the extinction of the industry in America; even then, coal exports to China and India will likely continue. )</description>
