Do off-shore wind farms need to buy the ‘land’ they are built on?

Do off-shore sea installations such as oil rigs and wind farms need 'land' to be purchased, or is any construction on the sea free?

Generally speaking, undersea land is owned by the government. The companies that build those installations get government licenses, permits, etc., that allow them to build.
I suspect they just need to meet maritime requirements. Countries and states have some claim on coastal waters. That was 12 miles but now it’s 200. I think the change was because foreign fishing trawlers were depleting our fishing grounds and pirate radio stations were blasting over approved ones.
They need to get permission from the country whose coastline it is. Most countries would probably not charge them.
